ABSTRACT: Although the US military apologizes and provides financial compensation for injuries and deaths caused to  civilian Iraqis, human rights organizations say that not enough is being done to avoid or investigate such cases. Most agree that more steps are being taken in Iraq to minimize unintended casualties than were taken in Afghanistan.
