Pelosi Seeks House Minority 'Bill of Rights'

- QUOTE: House Democrats' anger at heavy-handed Republican tactics reached a new level yesterday, with the chamber's top Democrat asking the House speaker to embrace a "Bill of Rights" for the minority, regardless which party it is.
- ABSTRACT: In a two-page proposal to the House speaker, Minority Leader Nancy Pelosi called for the minority to have more of a voice in offering amendments to bills as a return to civility. Democrats are crying foul over what they perceive as abusive tactics by Republicans in the House majority (e.g. routing bills through inappropriate committees, severely limiting discussion and the opportunity to offer amendments). Although some sources said that the Democrats' complaints were valid, others argued that the Republicans were employing tactics Democrats had used, just being slightly more extreme and frequent in doing so.
