Officials Unraveling Woes of Texas Schools

ABSTRACT: Nearly 3,000 students at a Texas high school spent their first week in the cafeteria because the school was unable to pay some of its staff. While the district's police chief said mishandling of funds in the administration caused the problems, the school must receive the lowest performance rating for two consecutive years before the state can step in. The school board president said the problems are less a matter of administration than that so many of the students are from disadvantaged minority families.
