Mercury Emissions To Be Traded: EPA Criticized On Pollution Rule

ABSTRACT: Some environmental groups oppose a rule the EPA issued today that allows power plants to trade their right to emit a given amount of mercury pollution, because it might result in certain areas having higher than allowed concentrations of the neurotoxin.
