ABSTRACT: After ruling for decades in Serbia and Yugoslavia, and instigating three wars in the Balkans throughout those years, deposed ruler Slobodan Milosevic has been indicted on 29 counts by the united Nations War Crimes Tribunal in the Hague--the first time a head of state has ever been indicted for genocide.
