QUOTE: European telecommunications ministers voted Thursday to ban unsolicited commercial e-mail, or spam, and to empower consumers to prevent unauthorized snooping on their use of the Internet.

ABSTRACT: Europe has tended to be far more concerned with privacy issues than the US, and also far more likely to embrace text messaging systems. This article says the prospect of spam on their mobile phones and text messaging systems tipped the balance.
